One who is most auspicious
Even though Vishnu performs all kinds of activities, including destruction of the Universe during Pralaya, he is still pure. HE is auspicious, pure, clean. Lord Rudra, even though residing in a cemetry and wears bhasma etc is called Shiva or auspicious because he wears Ganga on his head. Ganga comes out of the toe of Vishnu.
Worshipping Vishnu with the name Shiva will ensure that we never face any obstacles in our endeavors.
