Meaning:

One who has the semen for the world’s creation

Notes:

Vishnu has infinite knowledge, desire and strength – the ingredients necessary to create the Universe. Hence, HE is the retas of the ‘Vishva’ – the Universe. HE is Vishvaretas.

The Universe was created by HIM not by any biological or natural process. It was the result of just HIS desire/intention. Hence, the retas HE used was knowledge, intention and HIS infinite capacity.
